By Salty Rootbeer
If you follow these easy steps, you can take advantage of an exploit that makes this boss, by far, the easiest to defeat in the game.

How to Get There
The Ceaseless Discharge is located in the demon ruins, directly beneath the Blighttown beltower, accesible after you kill Que'laag.
Once you get to the demon ruins, avoid the chaos servants. There are 2 of them that follow you down at the base of the slope. Trust me, if they attack you, you'll get eggs on your head and lose about 30% or so of all souls you earn.
Once you get to that point, turn right and go through a stone archway covered in white light. Once you walk around a rock wall, you'll see the boss.

How to Begin the Fight
When you first see the boss, it is dormant. To begin the fight, you need to find an altar with a body ontop.
Once you loot the body and recieve the gold hemmed cloth armor set, the fight will begin.
The Fight
When the fight begins, roll or sprint back to the stone archway covered in white light. The boss will follow you there.
Once it gets to you, it will attempt a melee attack. Its tentacle will then get stuck in the ground.
Switch to your fist and attack the tentacle as many times as you can.
Eventually, the boss will release its hold and fall into the lava below.
Congratulations, you've defeated the Ceaseless Discharge!

Stuck doesn't neccessarily mean stuck as in glitched or frozen, just that it can't move or it'll die.

It really isn't stuck, that would imply it couldn't move. Ceaseless can move, but the moves he can do will sadly result in a painful death.
Grammar nazi patrol over.

This boss comes second-easiest if you're me.
Easiest boss in the game is the Bed Of Chaos to me, All you need is a greatshield (one or two-handed) and the boss is super easy.

The Ceaseless Discharge doesn't get 'stuck', as you put it OP, it tries to cross a gap to get to you, but ends up hangng on for it's life (literally) by it's tentacle-thing (hence it dying in 4-5 hits from ANYTHING. You make it stagger from pain, thus it falls)
I'm not putting this here for the purpose of correction (well, maybe a little bit), just wanted to point it out.

Anyone who has a problem with my post. Please realize I am a relative noob at this game and have not played it for months. I killed the discharge twice, finding the only way I could kill him was this way. I said nothing about it being a fun way to kill, or anything about it being easy on NG+. I've never gotten to NG+. So for those of you who have a problem with this guide: too bad.

I found him quite easy on the first round. NG+ however, he one hit killed me repeatedly - so new strategies had to be formulated...

this is the boring way i find it much more fun to defeat this boss how it was meant to be defeated not exploiting the terain for an easy kill
