You can pickup more than one item on each tier based on how games are going (i.e. you can buy a hood and a vlads, or you can get a heart and an AC) You`ll need to see how you do early game and what aspect of axe helps you (is it his tankiness? is it his hunger? is it his call? is it his ult?) and build for that particular strength
