Beschreibung

This mod was a request.
This mod uses a global flag to make it so you can't make federations. It edits the

action_invite_to_federation

diplomatic action but edits none of the rest of hte file and should be compatible with those edits. It does nothing to make the diplomacy tradition better to compensate for not getting federations. I might do that on request if folks have suggestions for repalcement powers.

Is it possible to make something like this that instead prevents rivalries? I was having problems with the AI rivaling each other but I couldn't find any way to disable it. thank you for your time :)
