Just a small layout for a compact build I use most often.
it can be used for both eco and tycoon.

Description
This is a pretty neat design for a city of 210 houses, that require little space, and is aimed at profit.
it is optimally sized to fit at least 1 on most smaller islands and 2-5 on the slightly bigger one's.

160% community coverage (room to add upto 120 extra houses on the outer edges)
90% activity (building 1 more theather/casino along with some houses on one edge should solve that)
98% road coverage (the 4 corners are outside city center range)
120% information coverage (well enough to alow normal advancement, and even with enough to spare to alow full advancement if the city is enlarged.
150% participation coverage (more than you will ever need.

this build is NOT ment to upgrade all these houses to tier 4, it is ment for a normal advancement without breaking down any houses later.

this build has no police, fineman or hospitals, instead break some houses down when crisis hits, to place one temporarly.

all 4 spots for waste compactor/thermal power startion are 100% and do not overlap.
however if 2 of these city designs are places next to eachother, they do overlap sliglty reducing effectivity to 98%.

been a while since I played this but I see some questions that deserve answering :

*I use mixed eco/tycoon city's and in deep sea.
*I generally use power stations, but when you want to use waste compactors, just remove the 6 tiles of road next to 2 power stations, and 2 houses near 2 other power stations to make space for them.
*town center if I remember right does not matter, an eco center can give coverage to tycoon and tech houses, and reversed, just use the smallest available
*I not use hospitals or fire stations, when illness or fire strikes (rarely does), break some (preferably undeveloped) houses down near the affected area and temporarly build some
*the very corners of this design are not covered (the 4 tips) simply build an extra towncenter build that road, than break down that extra towncenter, the road will work fine.

Found this very useful was able to use the area on the outside too but had problems adding buildings like the hosptial or fire station

The design is with Tycoons in mind. Thermal Power Station is 4x6 instead of 3x6 as shown in the diagram so this design works with Tycoons. Also, both city centers do not have enough reach to cover the diagram as shown which needs to have two more symetrical on it's width. Same applies to casions/concert halls. Tech City Centers are smaller than Tycoon and Eco so tweaking the design has to be done.

City center is right for Ecos, but isn't the Tycoon City Center a bit bigger? And what other people are saying about the power station is correct. Will have to remove a couple houses or do some other tweaking with the layout for that.

The City Centre size compared to house size doesnt work either.
