I'm not sure why its doing that. I noticed that too. When I play the game separate from Steam, on the Kegafusion emulator, it plays perfectly. The text even appears during cutscenes. It could be the way Steam emulates the game.

There is an issue with the mod. The text of conversations in-game are not visible. The same with the weapon and ammo infos at the bottom of the screen. I can't see them.

If you check the change notes, it'll tell you that you need Gain Ground for the mod to work.
