The screen isn't functional, it's simply a nicer texture. Best way I know to look at your arm is the Animated Interaction mod. When you use a terminal block your astronaut will hook a cable up to it and then look at the arm screen.

Ahh loading into the world "without gloves" fixed the issue. It should be added into the discription to not do this.
