Easy as pie. You don´t need to install that GfWl client this is absolutely not necessary.

Just downoad the rar file and extract the 2 files to the following directory:

C:\Program Files (x86)\Steam\SteamApps\Common\Street Fighter X Tekken

Thats it.

Sorry, the I removed the link since the filehoster has been taken down. I see if I have them on my Backup drive and upload it to google drive.

the link you gave just redirects to a bunch of scam websites. can you upload it to google drive or bittorrent or any other website that isnt a liability?

Thank you for this! I just bought the game for 11 bucks on sale, and really didn't feel like putting in much effort to get it working. This works first try!
