No it's not modded, it's in game just content locked from retail players. The costume is available only to JP players afaik. You can obtain it however by using a shop mod to purchase it in game.

oddly enough he didnt try to cheese me at all. He fought me fairly up until the last match where he tried to marbeling drop me to death.

He tends to wait until the last second to use it favoring normal cheese (fake death) at the start.
