Very interesting, I haven't heard anyone mention this before.
And sometimes Steam forces a specific USA mirror on her according to where she lives, which has a very bad connection and is highly delayed in syncing up with the master mirror. This pretty much always silently overwrites her current game data (often corrupting it in a weird way), so she always re-changes the mirror to Helsinki and we likewise run the game data verification before we play. This almost always works in getting her game to be in sync with mine, making the Multiplayer mod happy.
^ So, you should try to change the mirror to something else, at least if you live in the USA. I dunno if other mirrors close to Finland, such as Sweden's or even further away ones like Germany's, work as nicely as ours (I think it was the same friend who mentioned some bullshit going on with theirs, but that was months ago), but that's still an option.

That reminds me that Steam mirrors segregate both game data & Workshop mods depending on where that mirror is located.
^ Like, I live in Finland and use the Helsinki mirror (which, by itself, usually works perfectly fine, apart from uncommonly being overworked) and my 'RimWorld' Multiplayer friend lives in the USA, and often she can't download the same updates, especially for mods, as I can, usually taking days, sometimes weeks, and even more rarely in the order of a month+ before she gets access.

That's actually vanilla behaviour, I just shortened the duration to a season because if you haven't cleaned it after a season you probably never will. The default on most filth types is around 30-45 days if I recall correctly. Also as Sir Rolin mentioned this mod isn't intended to be realistic. If you want a more realistic version there's one included in Regrowth 2.

Steam has been downloading old versions of mods for some people since Odyssey released. I'm afraid there's nothing I can do on my end to fix it. If you can't get steam to fix itself you can grab a copy of the mod from the github link included in the description.
is it unrealistic that blood and dirt gets to be part of the dirt or washed away from concrete when it rains? I beg to differ.
What other kinds of filth do you expect to be outdoors?
