I use Visual Studio Code for programming. It has nice full text search features and these are a must when you do DST modding.
When i draw new images, i use Krita with my graphics tablet.
For making my animated thumbnails and mod page images i use Photoshop CC. It has animation tools which allow for quick and good results. But i bet there are free alternatives.
For making animations inside DST itself you'll have to look at Spriter. There are some tutorials on youtube and the klei forums.
To get started i recommend subscribing a ton of mods that do interesting and non trivial stuff. For example my void gem mod for learning more about entity filtering and stuff. After they're downloaded copy them to your "dst modding project space" and add them as folders to your workspace in visual studio code when you mod, so you can search for information how to do things easier. Thats how i do most of my stuff. I you have more specific questions, add me as a friend i guess
