If you look at the last screen shot you have provided @Zeke
the far left pale face skin would flip...
the middle I did not get to check and have not had chance to update the mod as of yet (in a long ass Farmstead run)
the far right blonde hair skin did not flip when marking
I did end up getting several of these skins mods for the Arbalest to work together but it was not as easy as renaming a folder from S to T or J etc etc
I had to take one the skin mods that for whatever reason worked fine and then replace it's skin files with the ones I wanted (otherwise it seem no matter what I did, I would end up with a white block instead of the skin)
I will backup the custom mod I made that is working and retest again since you have updated and fixed yours.

your modfiles.txt seems to be broken, which causes only the second skin to load properly
for one of the other skins only a "desktop.ini" file is listed, which isnt present and wouldnt have anything to do with the mod anyway, which causes that skin to appear as a big mess of blocks and white (since its missing the asset files)
the other skin simply doesnt appear
when the correct paths are included all skins show up correctly (although i did not append the correct filesizes...not sure if those are relevant) as far as i can tell
would probably be good to fix that issue at the source
