You need to use the Ploppable RICO Mod by AJ3D, BloodyPenguin, boformer and Tailgunner to function as intended. Otherwise it's unique building (level 2).

Also you should give link to rico mod - high density fix. which fixes rico issue not displaying any high density residential and making all of them low density residential.

Btw I placed a couple in my city and they're showing up as level 4s, not 2 as stated in the description above.
