It is ideal to create a shelf that specifies the number of items that can be stored, but for that reason it will probably become a mod that specifies the stack of items that will conflict with that function. If you change the number of stacks, the limit on the number of stacks applies to other than the shelf.
Perhaps it will cause bugs and unnecessary confusion for conflicts with other mods, merging items and carrying jobs.
For this reason, it seems that no shelf mod that has that function has existed so far.
