Only if u have a >60hz monitor.
Just do exactly as instructed:
  1. Start the game and set it to "Borderless window" and VSYNC ON.
  2. Close the settings menu.
  3. Change your refresh rate from Nvidia panel to 60hz.
  4. The game will now run with 20 or 48 fps. Go to the settings and it will jump to 60 fps.
  5. Close settings and change your refresh rate to 240\144\120\hz.
  6. Now the game runs with more fps.

    BUT DON'T OPEN THE SETTINGS AGAIN, OR UR FPS WILL FALL TO 48 AGAIN!

Do this: Force V-Sync and Triple Bufferring OFF in NVIDIA Control Panel ¯\_(ツ)_/¯

what if I can't open NVIDIA panel?? idk why but when I try opening it just closed back up for some reason?? really would like some help with that??

The following worked for me to remove stuttering issues:

Nvidia Control Panel for the crash .exe:
Force vsync off
Force triple buffering off

crash .exe properties:
Compatibility>>Disable Full Screen optimisations

In game:
Fullscreen

However the game now appears locked at 65 FPS. Glad the stuttering is gone and I can play without my eyes bleeding. Game actually seems to run faster than 65 FPS but the steam counter only shows 65.

Any ideas?

@hex many people still use 60hz monitors, not everyone can afford higher refresh rates

Here's a solution: don't use a 60 htz monitor and upgrade yoursystem so that it isn't using 10 year old technology. who uses a 60 hertz monitor for gaming? lol
