A Quick Way to the "You are a Terrible Person" Achievement
By mftuchman
This describes a strategy for obtaining this achievement without having to download somebody else's map. It features good diplomatic visibility in order to know when your neighbors are building wonders.

Setup and Assumptions.
This achievement requires the Poland DLC. It can be played as R+F or as Vanilla. It features building cities and encampments only at the right moment; just when the other civ has just started a wonder.
Gameplay
I started and abandoned countless games as Poland trying to find the right conditions for this achievement until I realized that I could wait to build cities only when they can help me obtain the achievement.

The gameplay features just one city in operation, using the remaining settlers as lurkers.
  1. Play on a smaller map to get to the cities before they become too developed.
  2. Keep only your capital as an operating city. Set up the minimal number of districts you feel comfortable with, then start spamming settler-military unit pairs.
  3. Start exploring with your first settler. Accompany with a scout and military unit, which will be the Pike and Shot if you start in the Industrial Era, as I am recommending.
  4. Establish friendly relations with all neighbors, and set up an embassy. While this step is not necessary, it may help you learn gossip about who has cleared land for a wonder. This will give you the early start you need to place your encampment.
  5. As soon as you see a wonder being built that is not adjacent to a city center, set up your city three tiles away from their wonder.
  6. Immediately begin building an Encampment adjacent to their wonder, two tiles from the city center. See the screenshot showing Radom as the forward city.
  7. If you are playing with Rise+Fall, station Magnus in your lurking, forward city. Harvest resources to speed the building of the encampment.
  8. Also: if playing R+F, have enough governors to install in your forward cities, which will need them to show down the rate of loss of loyalty. This will give you enough time to build the encampment. After that, you don't care.

You may wish to remove barbs to avoid dealing with another nuisance, but I kept them in.

Here are my reasons for starting in a later era. Admittedly, if you start too late there won't be as many wonders for plunders. There's no correct answer, but I found starting in the Renaissance or Industrial Era to provide enough possibilities.

  • Districts are faster to build, compared to wonders.
  • You get to start with two or more settlers, depending on era.
  • You can jump immediately to higher levels of visibility by immediately building an Embassy instead of having to start with a delegation.
  • You can use spies immediately to build up your diplomatic visibility with other civs.
  • Avoids the distraction of maintaining a religion.

Screenshots
Before
This screenshot shows the settler on the tile where we will build the forward city needed to set the culture bomb.

After
The screenshot below shows the situation just after the ruining encampment was made. The wonder had been in progress to the right of the mountain near Paris.
Conclusion
Conclusion: Starting in a later era creates good conditions for obtaining this achievement within twenty to thirty turns.

I hope you liked my first guide. Polite Feedback is welcome. If you don't like it, you can abuse me in French, German, or Russian, in addition to English.
