there is no play/tactic where the +10 aim makes it from 'bad' to 'good', doesn't exist. maybe only if you have a 90% and it becomes 100%, but you still have to deal with damage ranges. or if you have an entire squad of snipers, because then your strat does not involve other classes, just squadsight.
also mindshield+psi outfit with 90+ base will is super easy to obtain on practically any playthrough and gives you 80+ chance of mind controlling even ethereals if you have the psi soldier buff themselves, and most of the time you'll just have a 100% chance on any enemy without needing to use any consumable buff at all.
for assault, it is shotgun or rifle assault. the ai is smart, so if you pick tactical sense, they are less likely to target them. lightning reflexes with aggression, or close and personal with tactical sense. flush is also good for shotgun assault to clean up low hp target or trigger an overwatch if you want to kill that turn but can't risk it.
Every other change I'd make is due entirely to personal playstyle and factors exclusive to Enemy Unknown, such as new items, enemies, etc.
