How to Boom Your Economy with WTT

HoI4 may look like a game where you don't deal with the economy as other Paradox titles but in fact, HoI4 offers maybe the most intense early game. This guide is going to focus on German Reich's economy but the advice and mentality could be reflected in other countries as well. So let's start readying our economy for the inevitable world war!

Examining Your Situation
Germany starts with a lot of equipment and that gives Germany a good economic power. You can delay the production for some time and while doing so, you can train your army and earn the much-needed army experience for the early game.

All Germany needs is to draft soldiers to pass its land grabbing national focuses and you can do that by producing older weapons to produce more guns which only cost metal.

Because of our big ambitions, we have to achieve the best army in the world. For our real army divisions (Tans, Assault, Support,etc..) we can change the template when you think the time and production is right.

Because of the oil and rubber dependences to produce effitiently, we have to look for ways to produce our own.

Initial Strategies
Training & Production

Germany starts with a lot of equipment and that gives Germany a good economic power. You can delay the production for some time and while doing so, you can train your army and earn the much-needed army experience for the early game.

Produce older weapons (+0.10 production gain per weapon)

Duplicate your infantry division and change its name to ‘training’ and change its icon. Go to its equipment settings and disallow all of the support equipment and any newer weapons but allow only the oldest weapon. This will help you to train battalions faster due to higher production rate and while doing so, you are preventing other divisions keep their equipment.

Prevent your current infantry divisions wasting (via training) support equipment by changing their equipment options same way before. You can also force them to use only older weapons too but this option makes you increase the older weapon production and could potentially slow the number of training divisions, which you need divisions to pass the land grabbing national focuses.

Do not worry about having too many useless infantry divisions; we are going to change their template to our assault, armor or support divisions when we are booming our production. We are making this to push out many cheap divisions as we can for the early game.

Currently, air superiority or air operations becoming a mandatory thing with every patch. Therefore, we are aiming to produce many fighters and CAS as possible when we join the world war.

Laws & Government

Always pay the MEFO bills.

Because we are only needing steel to produce our weapons and not needing support or any other equipment, initially. Therefore it's a good idea to first change your trade laws to ‘Free Trade’. Germany’s steel production is high enough to sustain this law and we since we will boom our resource production too (in later stages) this won’t affect a single thing.

For industrial concern picking -10% industry tech is a very useful thing which helps our construction and production at the same time.

After those, it's best to pick a political advisor who gives civil, infrastructure and refinery construction speed bonuses.

Technology & National Focus

We are going for lots of ‘ahead of time’ techs so its best to pick all of the present techs before wasting our 50% or 75% bonuses. So, you make sure you picked your tech and time it right to spend it on later techs.

Examples like synthetic oil tech. For Germany, you make sure you first get the ‘oil processing tech 1’ at very early on so you can get the ‘tech 2’ from two years prior.

Since we won’t need to produce any other division type its best to focus on improvements for doctrines, research and construction times. With it, you will be setting the stage for booming.

From day one, never stop improving land doctrines tech and don’t spend the 4x50% (from national focus) bonuses on first doctrines.

At first, achieve construction techs and then go for the production and factory efficiency techs.

Construction & Resources

Initially, only build construction factories. Build until you have more than -at least- 75 of them. This will make you construct -at least- 5 at a time which will be the stepping stone to boom your economy when the time is right.

Since we are going for cheaper infantry divisions (for reasons said earlier) we won’t be wasting any civilian factories to trade; we won’t start production of tanks or planes efficiently at the beginning.

With the changes, now it's possible for Germany to be self-sufficient in producing oil and rubber. Remember though you can only put 3 per state with Germany’s buff you can have refineries to produce +4 oil and +5 rubber at very early stages. Do not build refineries at first but start building them when you reach our civilian factory goal.


Now that the infrastructure can affect the construction time and give bonus resources, it is more vital to start improving it fast as possible. With ‘Reichsautobahn’ national focus you can get free infrastructures to 5 different states. So this means you have to start constructing from these states after you get this national focus. Always start constructing from the highest infrastructure states to construct.

Strengthening Your Nation
Now that we have created a strong economy via aggressive civilian factory building and land grabbing national facus, we should now focus on preparing or nations war machine but before that, we now must make our plans.

Acknowledging Your Needs

Your divisions must answer to your attacking and defending plans. That means your production must be sufficient to produce these needs. Not only divisions, now you must identify your weak spots to fortify those provinces with forts. Setting up your radar stations. Improving your dockyards and infrastructure. Building larger air bases. Creating AA batteries. Most importantly you must build synthetic refineries!

Keep in mind that all 'shared buildings’ would get infrastructure construction bonus.

In the beginnings of this stage, you should begin to start building these buildings and focus on getting lots of new techs to produce. While doing so, you should start producing to get the factory efficiency bonus higher in later stages.

Pick the political advisor who gives factory conversation bonus and start converting your civilian factories to military. After you finish 10 nation focus you can pick the ‘construction engineering’ continuous focus to compensation the speed loss of your economy and hasten the process.



As you are going to start converting factories. Make sure you finish the most important ‘nation focus’ for Germany: German War Economy. This is a free law upgrade without ever need of 50% war support and helps with the conversion speed.

Don’t forget that infrastructure does affect the speed of conversion.

Transformation of an Army

Now that you have enough army experience, design your armies according to your plans and start producing. While the production starts slowly, you can change the division template into something else and get rid of these cheap, weak ‘training’ templates. One thing you have to be cautious of is that, you may lower your army in service, results of which would not fulfilling the conditions of land grabbing nation focuses. You have to examine and time these good.

You should focus on producing fine weapons and giving it to your men but don’t be afraid to train them too; the economy we prepared after long years is going to give lots of military factories.

If you had a good, clean chain of command system, without getting coplicated you should be training your new divisions and refining the general's cap with more than one training groups.

CAS is now more important than ever, so make sure you start making fighters and CAS at full capacity. With having more dockyards focus on defending seas.


Production Requirements

Since you started producing more and more you are going to have to bring those resources back you gave up in order to receive other bonuses. Change your economic law back to ‘limited exports’ and research Excavation tech when needed. Since as a Germany you should already sit on a tech bonus for those it won’t take long.

Only trade ‘tungsten’ you can even raise your aluminum with infrastructure and excavation.

At this stage when you have lots of states max out with buildings and infrastructure you can have different decisions to get even more from your states. Always follow them.

As you fill your new divisions and raise their strength you will enter the last phase of booming.
Turning On The War Machine
We now have a fast, ticking war machine. Production lines are flowing with death instruments. When you reached enough army divisions your invasion plans to easy targets must start and conquer their factories.

As you invent different types of tech regarding building upgrades, update these buildings. You can always use continuous focus to hasten this mass upgrades since you switched your economy to the military. This phase is entirely up to you. If you think you need more divisions you can have -15 division time focus in order to catch up the imaginary timeline in your head.

Once you turned on this machine, it should never stop. So this means you have to capture most with minimal casualties. In order to stop your enemies gathering up, you have to jump from target to target.

With fast caputulations, you will desptoy fewer factories. Less time wasting on repairs. All these infrastructures, in the beginning, will now come handy to give you non stop power.
What Was Achieved?
Now you have a self-sufficient giant with big economic power who has enough infrastructure (including various buildings) who will always ahead of time.

You will never go back and say “Oh. I wish I hadn't waste time on these upgrades.” Your repair time will be faster without needing any new factories or buildings.

While doing all these buildings -which helps you save so many other ways of productions (AA, radar, fort)- your production lines didn’t get disrupted.
Dealing With Coffee Crash
After some time -when you invade France and all- you will begin in need for more defensive and garrison divisions. Times like this your booming will come to an end.

As your fronts become wide and manpower shrinks. You begin to train much more division and the boom will stop. Now this time you are going to focus on more naval ( building dockyards) and air (radar, airports, AA) power; you already have the strongest army produced.

Having more naval and air victory is a good way to conclude this boom effect. The rest is up to you.

I’m trying to adapt the changes and try finding more different starts in the game. WASP i agree as i have done that many time's myself.....it helps when at war with USSR later on.

I think there is no need to have so much civillian factories. Industry should be developed in a balanced manner. Instead of not having military factories for years and then instantly having lots of them, you should have a steady flow of military factories so you can gain efficeny. You don't need too much civillian factories.

Personally, I think it would be beneficial to add time stamps for specfic things, for example, "Stop producing construction factories when you have 75, which should be around Q1 of 193X"

Yes and for Germany, to train more divisions faster in order to push out the land grabbing laws even earlier.

Very nice guide! So are you producing only "cheap" Infantry Divisions with the older weapons in the beginning and use them for training?
