Adds Lowee and Blanc from Hyperdimension Neptunia Victory

Unique Unit:
Dragon Eel, replaces the Paratrooper, has a lot of special promotions and it is way faster and cheaper.

The Leader screen is supposed to change depending if the AI likes you or not (Thank You Dynamic Leader Screen)

What? Someone Already Made a Blanc Mod?
Well that doesn't make what i did illegal, i just wanted to make MY OWN VERSION.

I don't have much more advise at this point.

It was not that hard, it was just a reference error, my bad. In the newest update (15th) it should work.

Finally got around playing Ultra Blanc from Victory ( I used her so far as an enemy ) and couldn't build a White Castle ( ou a windmill, for that matter ).
Tried a game with only Blanc as a mod, still couldn't build it. is it buggy or does it have some hidden condition ?
