As of Version 1.9 Husky this guide doesnt work anymore since Yugoslavia is beeing guaranteed by France from 1936 onwards!
Learn how to reconquer the glorious Byzantine Empire by exploiting neigbours and alliances as Greece.

Basics

Don't forget to turn off all mods and enable ironman mode

Forget about 1453
Waking the Tiger is needed to form this nation!
It may be needed to try a few times in case of bad luck
World tension is important
Choose the right moment to join an alliance
Try to expand early
Historical focuses should be turned off
Japan should not be going for the historical path (war with China) to keep tension low
(restart until Japan chooses an unhistorical path)
The biggest restriciton to Greece is its manpower
You only have to controle the needed provinces, not own them
To form Byzantium you have to controle all of Yugoslavia, Greece, Bulgaria, Albania, Turkey and the four Romanian bordering Bulgaria and Yugoslavia
Keep an eye on the islands belonging to those nations, especially Crete because they have to be controled too
Italy must not annex Albania before step 4, because it will be a lot harder to fight Italy in the process of forming the nation.

1. Turn Fascist

Getting Started:

In order to declare war, turn fascist as soon as possible.
Start the game and go for Political Effort as focus.
For the technology electronic engineering and industry is always a good start.
Focus the factorys on rifles and one on support equipment. (Some artillery later)
As soon as the focus finishes pick the Fascist Demagogue and focus on Collectivist Ethos.
Next you should go for Nationalism and Militarism, while hiring the Silent Workhose
as advisor and focusing the technology on Industry and artillery as soon as possible.
Keep all of the Political Power safed and research Superior Firepower doctrin, so that it will be ready for war
Wait until the support for facism is at 40% and use your political power on "open political discourse", "discredit Government" in the Decisions and you should reach 50% to hold a national referendum. The second you turn fascist you should have enough Political Power to Justify war on Jugoslavia
From here on take industrial national focuses
As soon as you get another 71 Political Power simultaneously Justify on Bulgaria
Prepare for war by drawing plans into Jugoslavia, editing the Infantry template by adding support artillery and another Infantry Battalions and training your existing troops to Regulars. Additionally you can train 2-3 more Division until the war starts.

2. War against Yugoslavia

Recruit as many divisions as possibe, expand the indutry and focus on quality research for your infantry (doctrines, better weapons and artillery)
Do not join a faction to avoid a civil war in Yugoslavia
Declare the war as soon as the justifing finishes
Czechoslovakia may join the war which shouldnt be a problem is the world tension does not spike
Let the enemy attack until he stopps which should be really fast
Counterattack as fast as possible to keep their entrenchment low
An breakthorugh should be able when the AI either leaves few divisions on one province or on the right side which has "only" hills instead of mountains
Accept German and Italian volunteers
Try to use weak spots to encircle divisions in the small borderarea or on the right side of Belgrade
Your navy is superiour to the enemys
This war should be over, before the war goal against Bulgaria is expired
If you do struggel to defeat Yugoslavia feel free to use the Video in the last section as help!
Annex all of Yugoslavia

3. War against Bulgaria

The tension should still be below 25%, if not check for a guarantee on Bulgaria
(Because Japan didn't generate any by now, if unhistorical)
If there is a guarantee it will not be possible to follow this step by step guide and forming Byzantium will be really hard
After the war against Yugoslavia move your army to Bulgaria and decalre the war if in position.
This war should be easy without any help.
Annex all of Bulgaria
From here on there could be a lot of luck helping or hurting your efforts.
In the best case Italy is about to join the axis and France is not joining the allies.
Join the axis. If it is not possible because you are at war with Czechoslovakia, wait for Germany to demand the Sudetenland, which should be starting WW2 in this case arround mid-late 1938
If Italy is about to join or already has joined the axis start justifying on Albania. (If Italy already annexed it there has to be a war against them which does make it really difficult.)
It is also possible to Justify in advance to hope for Italy to join fast
Station at least 1 division in Athens and Thessaloniki to prevent you nation from falling to an allied Invasion
As soons as Italy joined the axis decalre war on Albania which should start WW2 if is has not already

4. War against Albania and the Allies

Declare the war on Albania before Musolini annexes it, but after he joined to axis to avoid war with Italy. (Germany should help you a lot because they should not have more than one front in France, if you got lucky and France did not join it will be a lot more easy)
It is better to defend Crete against possible invasions
Garrison at least 2 Division on your 2-3 most important cities
As notet by @Gedco it is (even though really unlikely) possible for Albania to submit to Italy, even after you conquered them. To lower those chances even better, declare the war as soon as Italy is going to finish the focus, in order to make Albania more defiant by still having troops and territory. In this case i do recommend a restart.
Conquer Albania and focus on defending your country against allied troops.

Stop right at this border criminal scum
Justify on Romania and Turkey to make them join the allies.
Make sure that axis Divisions will attack Romania though your territory before declaring war.
Let Italy and Germany take postion before declaring
The axis should be able to defeat Romania fast through your territory, giving you controle of the 4 romanian states you need.
After defeating Romania, declare on Turkey and let the Germans and Italians take care of turkey, which should only take some months if France has not joined the war so far.
Because the attacked through you territory, you should get the controle of the needed turkish states (If your nation holdes well, it is possible to send the axis some help.)

5. Form the Byzantine Empire

When Turkey surrenders you should have controle of the needed territories to form the Byzantine Empire in the Decisions!
If not check the Island surrounding Turkey and Greece (except for Cyprus and Dodecanese) and the other states for naval invasions.
After one ingame Day the Achievement should be unlocked and you are free to continue with arround 52 million population and a good industry to finish world war II.
It is also possible to epxand the cores by expanding further into the middle east, north Africa or Italy using the decisions.

This game all in all didn't went all too good but it still turned out good. I didn't realy polish the video a lot, though I think it is good to see the whole strat in Action. Remember to slow it down if needed!

If there is a difficult part, feel free to request a video too.

Also, the Yugoslavian civil war will only fire if Yugoslavia joins a faction with Germany.

Unfortunately, after the 1.9 update or the release of La Resistance, Yugoslavia is guranteed by France.

The AI seems to be more competetive since the cornflakes patch, the guide should still be working in my experience.
Im going to make an update soon, clearing up those kind of questions.

This didn't work out. Yugoslavia had ALOT more people manning their borders in MARCH of 1937.

As follows: 7, 4, 4, 4.

Only Italy sent volunteers. Im beginning to think something isn't right here. I have MORE men than you did on my side, AND they had alot more people manning their borders with me Im unable to get through

Thanks for the amazing guide! I actually got it on my second try, was about to restart when Bulgaria was guaranteed by the Allies (forgot to turn historical AI off), but when for it regardless. The additional manpower from all dem cores is insane, I went from ~80k to a whooping 4m.
