More loyalty, less secession

Update 12/08/2018: This mod is adapted to the new DLC Rise of the Republic

Hello everyone!
The frequency of secession and civil wars is something that upsets many players using the new "Power and Politics" patch. This mod tries to fix this by adding more loyalty to all political parties, but still allowing the possibility of political struggle. I don`t want to destroy all the features that this patch has added, so this mod does not make civil war and seccession impossible, but rather, makes these occurences more rare. If you do everything right, you have a chance to avoid a civil war throughout the campaign.
Each type of government has a different level of political loyalty. I also added something new that I think is logical, adding a certain tax rate to each government type. Below are the changes that my mod makes:

Monarchy: + 20 loyalty of political parties, +3 tax rate.

Republic: +15 loyalty of political parties, +2 tax rate

Union: +15 loyalty of political parties, +2 tax rate

Empire: +30 loyalty of political parties, +5 tax rate
