Intro
There are 11 individual upgrades/secret techniques able to be learned within Okami. Upgrades are either bought or obtained after the fufillment of certain requirements. These upgrades are not required to complete the game, but allow for more powerful moves to be performed and for the acquisition of certain collectables such as stray beads, clovers, and treasures that could not be obtained otherwise.

These technique upgrades cannot be obtained until about halfway through the game, therefore I would avoid this guide if you are still in the early parts and are looking to avoid spoilers.

Power Slash 2 is a stronger version of the original, allowing Amaterasu to cut through iron rocks

Power Slash 2 is first available upon reaching North Ryoshima Coast.

In order to obtain Power Slash 3, you must go up to the Wawku Shrine and Tuskle's house after gaining admittance to Ezofuji. Jump down onto the ledge with the iron and crystal rocks on it. Slash the iron rock in order to gain entrance to the Divine Spring. Here you must donate ¥360,000 in order for Tachigami to appear and grant Amaterasu Power Slash 3.

Fireburst
Fireburst allows for a ball of fire to be created by drawing an infinity symbol ∞, causing massive damage and summoning fire at will.

Fireburst is first available upon defeating Blight.

In order to use Fireburst, you must first find the Mole gang in Taka Pass and retrieve the stolen golden teacup for the owner of the teahouse near the Origin Mirror. The owner will then reward Ammy with a Golden Mushroom, which can be taken to Yama's restaraunt in the Sei-an City Commoner's Quarters (located near the gate to the Aristocrats Quarter's) after curing the Emperor. Give the mushroom to Yama, and when prompted to, draw the mark of Moegami (∞). He will then appear and grant Amaterasu with Fireburst.

  • Note: Fireburst consumes 3, 6, or 9 ink pots depending on the size that it is drawn. Drawing it larger will strengthen the attack but consume more ink pots.

Whirlwind
Whirlwind allows for Amaterasu to create a small tornado by drawing three horizontal lines (≡) which will damage any nearby enemies.

Whirlwind is first available upon reaching North Ryoshima coast, speaking to Orca and catching a Marlin.

In order to obtain Whirlwind, you must first buy the Marlin Rod (available either at Sei-an City or North Ryoshima Coast). Then you must ride Orca out to the largest west island and speak to the fisherman. Fish until you catch the Marlin, then bring the Marlin to Umi's Restaraunt on the beach in North Ryoshima Coast. When prompted, draw the mark of Kazegami (≡), who will then appear and teach Amaterasu Whirlwind.

  • Note: Costs 3 inkpots, no matter the size, power and time. Drawing the lines longer will result in a shorter but more powerful attack.

Deluge/Splash
Deluge allows for Amaterasu to summon a downpour by drawing to vertical lines (||), halting but barely damaging enemies as well as putting out flames.

Deluge is first available after defeating Ninetails.

In order to obtain Deluge, you must go behind Queen Himiko's palace and speak with her assistant. Drench the four gravestones in the background using Waterspout from the small pond, causing a deluge. Nuregami will then appear and grant Amaterasu Deluge.

  • Note: Costs 3, 6, or 9 inkpots. Drawing the lines longer will result in a longer lasting downpour but costs more ink.

Fountain allows for Amaterasu to travel between Mermaid Springs without using a token by drawing a circle or swirl around a Mermaid Spring.

Fountain is first available after receiving the Shell Amulet from Otohime in the Dragon Palace after learning Digging Champ.

In order to obtain Fountain, you must go to the room in the Dragon Palace with the dancers after receiving the Shell Amulet. Dig through the rocks, then speak with the chubby dancer and complete the digging mini-game. Afterwards, draw Galestorm in a circle on the Spring. Nuregami will then appear and grant Amaterasu Fountain.
Thunderbolt
Thunderbolt allows for Amaterasu to summon lighting by drawing a thunderbolt (ϟ).

Thunderbolt is first available after defeating Ninetails and beating Ida (the express messenger) in a race for the third time.

In order to obtain Thunderbolt, you must defeat Ida in Shinshu Field in a race for a third time in order to receive the Gimmick Gear. Then, go to the Aristocratic Quarter of Sei-an City and use Catwalk to climb the tower west of Queen Himiko's palace. Give the Gimmick Gear to Gen, then draw the mark of Gekigami (ϟ) when prompted. Gekigami will then appear and grand Amaterasu Thunderbolt.

  • Note: Costs 3, 6, or 9 inkpots. Drawing it larger will result in a larger attack range and damage but requires more ink.

Icestorm
Icestorm allows for Amaterasu to summon ice shards which freeze or damage objects by drawing an X with a horizontal line intersecting it (X).

Icestorm is first available after learning Blizzard.

Icestorm is learned alongside Blizzard, and requires no further steps.

I love how you need to use logic to find icestorm without looking it up. Every other element has its own summoning technique, and you can see Ninetails use it against you too. It really is one of the best kept secret techniques.
