This mod change some numbers of the diplomatic victory and adds a wonder.

The United Nations is headquartered in New York City, in a complex designed by Brazilian architect Oscar Niemeyer and built by the architectural firm Harrison and Abramovitz. The complex has served as the official headquarters of the United Nations since its completion in 1952.

It requires globalization.
It provides 4 votes at congress, free bomb shelter in all city,
4 resources of uranium and 2 atomic bomb.

It's only because this is an additional wonder that modifies, according to me for the better, the diplomatic victory.

Aren't the original art assets for the wonder still in the game's files? Why not use those?
