Instant Culture Decision

This custom decision has been used in many always war and blob mods, but I wanted to separate and isolate it to make it more compatible with other mods.

The decision allows you to instantly convert culture of all of your provinces. This is really good for getting rid of rebel revolts. An event at the beginning of the game allows you to choose whether or not the AI should be able to use the decision as well.
If you wish to reverse your decision on whether or not to let the AI use the decision, type into the console "event instant_culture_decision_setup.1" and the setup event will fire again.
