That's because you, as a player, don't count as a unit, and neither does the enemy ''player'' general. The enemy can't play the fan solo if you have any of your unit around it.
''I'm in the middle of making my final push against the enemy stage. All my troops are attacking it. Some of them die, I make new ones to spawn, they spawn all the way back at the stage, and I can't command them to come help unless I fly back to them myself and command them to go forward.''
