If you need rares from all the sets your best bet is raredrafting: draft and take every rare that is offered to you no matter if its good or bad; try going for a justice/shadow or justice/fire deck since thos usually have great commons for draft (3/3 flying revenge guy)
the extra shiftstone allows you to craft many desired rares/legendarys
if you need only dusk road rares you might want to keep your gold for events that have a good win/pack ratio or purchase packs directly
right now i seem to get an average of <4 dusk road rares from each draft
forge is usually only good until you hit masters
id only recommend forge if you still look for a lot of commons of one color and don´t feel like crafting them but even then you are most likely better of drafting
