The important thing is to land close above them. When they get interested, they will swim right up and get the bait, even if they were swimming at up to 19m depth before.
Lastly, cutbait isn't the only bait they like. They actually like quite a lot of baits. Here's the baits i know currently work:
small cutbait, big cutbait, leech, marshmallow, pea, natural egg, artificial egg, grasshopper
You can also use hook size 3, but only after having leveled them up fully (catch 50+ of them). At this point you can catch them up to 20 kg.
