MaxRavenclaw's Vanilla FOTS Unit Ability Fixes (Rank and Kneel Fire)

Adds rank and kneel fire to a bunch of units that may or may not have had it, but IMHO should have it.

Particularly, the following units: Imperial_Guard_Infantry, Infanterie_de_marine, Kihetai, Republican_Guard_Infantry, Royal_Marines, Shogunate_Guard_Infantry, United_States_Marines, Garrison_Infantry, Azure_Dragon_Force, Black_Bear_Infantry, Black_Tortoise_Force, Imperial_Infantry, Infantry, Red_Bear_Infantry, Republican_Infantry, Shogunate_Infantry, Vermilion_Bird_Force, White_Bear_Infantry, Sharpshooters, Tosa_Riflemen, and Yugekitai.

You still have to research kneel fire, but rank should be available from the start.
