Telepathy allows you to hear others think. The Spell Tome is on a table in Dragonsreach, Whiterun.
This is a simulation of Telepathy. The spell is a Lesser Power on your Magic list. You can hear one of 19 different thoughts (randomly). You can also buy it from the Winterhold College or the Court Wizard in Dragonsreach.

See if you can get a team, set up quest hints and unique thoughts by character. This is a rare idea in games, look up divinity II for inspiration. It's amazing if it's elevated from a gimmick.

needs a lot more to it, but a hell of a good idea. I'd suggest contacting the notice board team, might be able to squeeze in a 'get radiant quest' thing out of this.
