Chapter Idea: Welcome to Arkham

A killer and map idea for a future DLC based on the Batman: Arkham games. Still thinking about a survivor.

Killer: Scarecrow (in-game: "The Feared")
Bio:
Dr. Jonathan Crane was a man who loved psychology, especially fear and what makes humans afraid. Then, he made the serum, the world's greatest invention, turned the world's deadliest weapon. It has the capapbility to cure depression, turn armies upon themselves, but uses it to frighten people. Before, it was just curiousity. He had the power, he had the test subjects, it only made sense to "research" on them. The results... were scary good, at least to him. He would modify it, keep testing it, and each and every time he would like their suffering more and more AND MORE UNTIL... he loved it. No longer did he care about the research, he just wanted to see people afraid. He then took on the persona of Scarecrow, and we all know what happened next.

Until HE made him afraid. Until the Batman made him afraid. It was traumatizing, and only made him more pshycotic... and then, he finally snapped.

He went into a deeper level of phychosis. No longer did he just want people to suffer mentally, he wanted them to suffer pyschically. He went serial. Soon he had his fun in Gotham, but not until he killed an estimated 1,500 people over a span of a decade. Crane then left for the world beyond. He was last seen on Arkham Island, at least on offical record, for reasons unknown. People report seeing him in the arkham hallways through the windows, giving what seemed to be a chase, yet the building was abandoned. One time, a pair of officers went in to the abandoned asylum, for only one to return. He says he saw his partner last in the West Wing.

Power:
Fear Serum - Your greatest and most preferred weapon you have used for your entire criminal reign in Gotham, remade in a liquid form. When in Serum Mode, the next person you hit will be injected with the fear serum. This will automatically put them into the afraid state, which will have the following effects:

After successfully hitting a survivor in serum mode, it will injure the survivor, the ability has a cooldown of 45 seconds, and the power cooldown is double the base of a normal successful attack. If you attack someone who is already in the afraid state, you will waste the dose, and have to wait for it's cooldown.

When In the afraid state, survivors enter the Fear Realm. The sky turns orange and bats can be seen flying in the sky, as well as The Feared will change appearance to a more scary version of himself, that is if it's possible.

Survivors will occasionally see a Illusionary figure of the The Feared, causing them to scream, being heard map wide, and that survivor's aura will be visible to every player for 3 seconds, as well as giving a noise que, however ONLY to The Feared.

Survivors in the Fear Realm together have a symbiotic link, allowing them to see each others aura's from over 35 meteres away, but cannot take eachother out of the afraid state. If they are healed by some who is afraid, survivors who are not afraid will have the option to heal someone afraid mentally. During this action, the survivor who is not afraid will comfort the survivor who is afraid.

Survivors aren't really effected by being in the Fear Realm in terms of actions, but they cannot heal sane survivors, takes twice as long to heal themselves or other afraid survivors, and, because of rushing due to their fear, have moderatly increased chances to get a skill check on everything.

When there is only one survivor in the trial, the serum loses its effect, causing The Feared to be locked out of Serum mode, and, if the final survivor was afraid, be taken out of the Fear Realm.

Survivors will stay in the Fear Realm until they are healed mentally or pyschically by a survivor who is not afraid, or if they're the last survivor in the trial.


Appearance:
The Feared's default appearance would preferably be that of either his appearance in Batman: Arkham Knight or Batman: Arkham Asylum (prioritized in that order), and his weapon would be the four needles attached to his right-hand fingers, like in the Arkham games. The power is also used through the same needles.

Perks:
Okay, now on to the only other thing people are interested in; the perks!

perk 1: Self mutiliation (rare/very rare/very rare); You have... modified your appearance to even shock those who are as sane as can be.

Survivors who see you (that are not afraid, if you are The Feared) within your terror radious have a 20/30/40% chance to become Traumatised for 60/60/120 seconds once escaping your terror radious, which causes them to have decreased repair, sabotage, and healing speeds by 15/20/20%, and slightly increases their chances to recieve a skill check. You will not be notified if someone becomes traumatised.

perk 2: Fearful Presence (common/uncommon/rare); your presence alone instills fear into your victims.

Survivors within 4/8/12 meteres of you have a 30% chance to/60% chance to/will make a noise que.

perk 3: Bad History (uncommon/rare/very rare); Due to your notorious killing spree, simply being in the same trial as you makes at least one person nervous. At the start of the trial, see 1/1/2 random survivor(s) auras for 4/5/6 seconds. [Tier 3 only: those same auras will be seen when all the generators are powered, for the same amount of time.] Does not stack with other perks of similar effects.


Add-ons: I can't really think of any add-ons to his power as of originally writing this. If you have any add-on ideas, just comment and I can add them. I will put their rarity to what I think is right for it.
Map: Arkham Island
West Wing Bio: Eh, I don't really care what the devs do with this part.

Layout: I would prefer if the map was a part of the Arkham Island, the one in Batman: Arkham Asylum. It could be the green house, the outside area of the Island, or in the asylum itself.
