Of course, Dragonbait's Heroism power is better than the potion. When his accessory/utility power is fully upgraded, his Heroism power adds 20% +5 HP to another hero, and can cancel a negative condition. On the other hand, the potion can add only 2 HP to a hero and cancel a negative condition. (The cancel-a-condition effect can be saved for later, for both the power and potion.)
A Scroll of Disintegrate can attack any monster within 1 tile, so it can hit a monster that is slightly out of Dragonbait's reach.
Wand of Fireballs can attack 1 tile away, (i.e., the next tile.) The wand also does area-of-effect damage to every monster in a tile, which is also what Dragonbait cannot do.
The scroll and wand are much less useful for other heroes because they all have better range attacks.
