Updated to version 2.6.* (Federations)

Adds 8 more techs to get 10 more influence per month in total.
For each technology tier one is added in conjunction with the government tech (it's also a prerequisite). And at the end added 5 times repeatable tech option.

Is there a legacy version of this available for 2.1 by any chance? I miss my planetary tiles and want to play a game or two of that older version.
