Description
This is a simple mod that lets you build cities at least 3 tiles away.
This is to prevent the AI city spamming strategy.

The 4 tiles limits is for building city close to an opponent/city state cities, I think Mdk25 extended the minimal tiles between your own cities.

I just played and could not have cities within 4 titles

Nope, default is 2 (this is what allows the horrible city spam by the AI).
