For "false" you pull skills not from the intended decks but from the crossclass pool and it put's the skills in the wrong the place as it assumes standard soldier layout which is different from lwotc.
If you are not familiar how 2D-arrays work and how they used for the abilities this will hardly do anything for you same goes for the difference between what is crossclass and what is a deck.
The only difference I found is that if there are TWO or more rows of additional skills, then
If xLWOTC = false, then if I change the first skill in the first COLUMN, then the skills in the column will cycle vertically, allowing me to, essentially, change the whole column.
If xLWOTC = true, then if I change the first skill in the first COLUMN, then the skill will stay in the same place and not cycle vertically, meaning I will be able to change skills only from the first ROW.
