Spetsnaz, Rus ordusu tarafından barış ve savaş zamanında keşif ve özel görevlerini gerçekleştirmesi için kurulmuştur. Ekipmanları sıradan piyadelerden çok üstündür. 1978`de İngiltere`ye kaçan GRU ajanı Vladimir Rezun`a göre Spetzsnaz`ın 1970 ve 1980`li yıllarda 20 tugayı vardı ve yine aynı kişiden alınan bilgilere ve yapılan hesaplamara göre Spetsnaz`ın 30.000 askeri vardı. SPETSNAZ GRU asıl Rus özel kuvvetleridir ve GRU (RUS askeri haber alma teşkilatı) tarafından yönetilir.
