Solution for blurry/pop-in NPC's texture

Note:
- You should only use this tweak if NPC's texture take time to load, even from the nearest distance.
- This tweak impacts performance, so your video card should have 2GB VRAM or above.

Solution
1. Go to your Document\Elder Scrolls Online\live folder.
2. Open UserSettings.txt
3. Find the line "MIP_LOAD_SKIP_LEVEL 0", set 0 to -2. Save.

Now you can enjoy the uncompressed texture at its full glory.

It's supposed to be in UserSettings though, you can try to delete that file then launch the game to let it recreate file and see if the line is there, or you can add the line in by yourself and it theoretically would work.

I had slight hiccup here and there but nothing too big of a deal, but if you have stutter then sadly it's something you gotta live with. You can try set it to -1 instead of -2, the textures would still take some time to load but should be better than 0.
