Where is the Morrowind Construction Set?
If you buy Morrowind on CD-Rom or on GOG.com, it comes packaged with the Morrowind Construction Set. This was one of the driving factors that helped ignite the mod scene. However, here on Steam, that set is ommited. Thankfully, you can get it freely and safely from the Morrowind Nexus.

Downloading
The download is available at NexusMods.com, available in English and French.

TESCS fixed for Morrowind Steam GOTY edition v161820 - VO and VF
http://www.nexusmods.com/morrowind/mods/42196/?

This site does require a login for any download larger than 2mb, (the English version is 7.2 mb) so you'll need to create an account to get this one. Nexusmods however is the epicenter of the Morrowind modding scene and they are still getting new Morrowind mods uploaded even today.

Installation
The following is pasted in from the README file that comes along with the specified download. According to the date modified provided by Windows, it was written on 3/30/13

| TESC fixed for Morrowind Steam GOTY edition v1.6.1820 |
*********************************************************

This vesion is a fixed one of the version available here: http://morrowind.nexusmods.com/mods/29388
my version/mod doesn't require the original mod.

My mod, will now works with the official Bloodmoon extension too.
It contains the latest updated TES:CS version from the english GOTY.

Installation :
**************
You need to go in your Steam Morrowind installation game's folder.
Example :

C:\Program Files (x86)\steam\steamapps\common\Morrowind\ (it's absolutely recommended TO NEVER install Steam in the Program Files or Program Files (x86) folder)
C:\Games\steam\steamapps\common\Morrowind\

And then copy-paste all the contents of the extracted archive into the Morrowind folder ; and say YES when you will be asked to erase the original files already in the folder.

Now go modding ! :p

now it crashes whenever i start it up, there is not even an error message. i already uninstalled and installed again, no difference.

Thanks, this still works in 2024
I did have to try it a few times, what I ended up doing was using the link C:\Program Files (x86)\steam\steamapps\common\ then selecting all the files from the mod folder and dragging them into the morrowind folder
