Go to Steam\steamapps\common\Metro 2033 Redux\2033
Open legal.ogv with a text editor.
Delete all contents and save the file.

Deleting or renaming the file will make Metro 2033 crash on startup.

But you don't have to do this every time. You do this once, it skips it every time.
