Config edit
Go to \AppData\Local\TheObserver\Saved\Config\WindowsNoEditor

Uncap fps:
In GameUserSettings.ini

change FrameRateLimit=500.000000

Increase FOV:
in Engine.ini
add line:
[/script/engine.localplayer]

AspectRatioAxisConstraint=75

Save edited ini files to read-only.

skip intro:
in \steamapps\common\Observer\TheObserver\Content\Movies
rename all Loadingscreen and Loadingloop files

Thank you for this guide! Would really hate to play with the atrocious FOV. As for FPS, it's the first game where I actually chose to keep the default FPS, 62. It gives it more of a movie feel. (yes the movies are done mostly in 25 fps, but on PC when you play in over 100 sometimes 240 fps (240 hz monitor so it's not just empty numbers) 60 starts to feel like a movie lol.

~/.steam/steam/steamapps/common/Observer
the config files are in
~/.config/Epic/TheObserver

into your file explorer.

Appdata is a hidden folder.

I don't even have \AppData\Local\TheObserver\Saved\Config\WindowsNoEditor anywhere..

Thanks for this, had this game for ages but never played it. Friend mentioned it the other day so I loaded it up.
Within minutes I was struggling to look at it... everything just felt too close!

Anyway I tried the FOV fix and it helps, but I was confused why the options would be so limited so I had a fiddle.

Regarding this:

[/script/engine.localplayer]

AspectRatioAxisConstraint=75

The number 75 is irrelevant. After adding the line you only have two options:

1 is Default
0 is Something else... is it 75?

It feels more than 75 to me because it gives me that stretched/warped feel when I move the mouse. I think it might be closer to 100.
