Base income halved to 1000 for Minor factions and the vanilla value for Major factions is unchanged. This should allow major factions to grow a little easier.

This reduces the amount of armies that minor or single settlement factions can produce.

Save game compatible

The minor factions huge armies should decresase with the last fix?
Also, Rome base income is 1000. Is this the vanilla value?

Hi. I just started a new campaing because my last one was broken due to the update. I noticed that all small factions (1 city only) that are in my line of sight weren't affect by this mod, because they still have huge armies (20 cards). Anyone having this issue?
