You can download the first version of this. That doesn't include wooden sword which is why this requires hearthfire. Go and check nexus

@ToddTheGodd do you use a mod like AFT or UFO? Try moving HaveYouHeardOfTheHighElves.esp after these.
Some people that reported this also have Relationship Dialogue Overhaul. I don't believe thats the problem, but if you use it try loading this mods esp after aswell.
