AoE Customized Solar Panels

This is a rebalance of the "More Solar Power!" mod by foogs created for the AoE server. Original mod can be found at http://steamproxy.net/sharedfiles/filedetails/?id=886585270

This rebalance removes the silver/gold/platinum and uranium requirements on the new solar cells. Instead the gold one's now need 30x nickel, silicon and cobalt. While the black one's now require 30x nickel, silicon, cobalt and magnesium.
Also the super conductor requirements for the Solar Cells themself have been removed due to the gold requirement.

Our reasoning is that our server uses the ore redistrubution mod which means we do not encounter silver/gold/platinum and uranium until a much later stage. Making everybody relay heavily on solar power, the default one's are simply not cutting it and it was turning planets into giant mirrors.
