I'm not a person who gets mad at someone either cheating or being good. I just wanna bring my own opinion onto this player because their aim is extremely unhealthy, the amount of motions they are performing in short time can cause serious injuries to your wrist hence why I believe this person isn't a genuine player.
Even if for whatever reason they are not using any sort of cheating, their practice that went into this game will not go anywhere due to the entirety of the game being casual, no tournaments, leaderboards, or any ranking.
I familiarize myself with VAC a lot due to my nature being in developing games, allowing me to understand what can be made possible and what not. This person's play behavior seems like a combo of auto-locking, bhop-scripts, and wall-hacking (allowing you to see player TAGS even if they're not spawned in yet).
