Vulpes Inculta is a furry. His inner urges have led him to feel like he is not living up to the strict gender norms of the Legion. Thus he feels the need to lash out violently to "be a man" and prove himself. This theory explains how he has been dedicated enough to become one of Ceasar's best man and leader of the Frumentarii. It also explains the violence in Nipton. Masculine ideals in the legion, suppression of gender identity, restriction of emotional expression, and the pressure to conform to expectations of dominance and aggression have created a Vulpes with deep internal conflict. This internal conflict and emotional dissatisfaction might explain why he tries so hard to justify his actions. Even in situations like Nipton he goes to extremes to try and justify the massacre he approved. A very conflicted character, FNV2 should have a coming out party :)
