A Constitution
When it comes time to stand up for an individual to defend their land and beliefs, no defense is stronger than a union of people who share these same values. Thus, in solidarity, the towns of College Station, Rio Grande, and San Antonio united to create the First Republic of the Rio Grande to protect the Texan and Mexican peoples from foreign incursion. Much like that time, we the people who saw the rise and decline of that nation declare that we shall not let the nation fall into the anals of history. Thus, we the peoples of Texas, Mexico, Orlando, Deseret, Aztec, North Greenland, Carolina, Gascoyne, and Colombia hereby establish the Sixth Republic of Rio Grande, Texas, and Fredonia.

Article I (Executive)
Section I
The Executive Branch shall be headed by the President. The President shall hold the titles of President of Texas and Emperor of Rio Grande.
The President shall appoint people to the cabinet. These cabinet positions shall be Secretary of Defense, Secretary of Recruitment, and Secretary of Development.
The President can keep current cabinet members or appoint new ones at the beginning of their term.
Each Presidential term is one month.
Section II
The Vice President shall be second in command. The Vice President shall be appointed by the President
It shall be the job of the Vice President to host and take record of meetings of congress, as well as break deadlocks in tied votes in the senate.
Should the President be unable to fulfill his duties or is removed from office it shall fall on the Vice President to fulfill his duties as President.
Section III
The Secretary of Defense shall be the second in command of the military below the President.
It shall be the job of the Secretary to hold meetings of the military at least once every two weeks.
Section IV
The Secretary of Recruitment shall be in charge of trying to increase the amount of recruitment.
Section V
The Secretary of Development shall be in charge of the organization of national projects and the hiring of employees.
Section VI
The President has the power Should the President override a secretary, the secretary can override the President should he get the support of the Vice President
Section VII
The President shall be elected by the electoral college. Should a candidate win the majority vote in a state, the candidate shall win all of the state’s electoral college points. When a candidate wins a plurality of votes, then he shall win the presidency.
The electoral college points shall be based off of the total population in the state.
When two candidates tie, a senate vote shall determine the winner between the two. Should this also tie, it shall be sent to the governors. Should the governors tie, the incumbent President shall pick if he isn’t running. Should the incumbent be in the running, then the founding President shall decide between the two.

Article II (Legislative)
Section I
The Legislature shall be composed of the senate. They shall be in charge of legislation
Each state shall have at least one senator. For every 75 members in each state, that state shall get another senator.
Each state shall elect their senators. The candidate that wins the majority of votes shall become senator. If there are multiple positions for senators, then the candidates with the most votes shall win the election. Should there be a tie, then the governor shall choose the victors. If the governor is in the race, then the incumbent President shall pick the victor.
No senator can serve more than two consecutive terms. They may serve more than two should they be non-consecutive terms.
Should there be a lack of eligible candidates, then the governor shall serve as senator even if the term would be a second consecutive term.
Should a senator be misrepresenting a state, then a vote shall be held to remove the senator. Should a majority vote for the senator’s removal, then the senator shall be removed from office, and the state may start a recall election to replace the senator.
Section II
The senate shall meet at least once every two weeks. They shall discuss pressing issues. A stenographer may be appointed to take note of the meeting. By default, it shall be the Vice President.
Should a case, civil or criminal, occur, then there will be a senate meeting that week. There, both sides of the trial shall retell their sides. Then, the senators present shall hold a vote on the matter. The vote shall be a majority one.
Section III
The mayors of this nation shall form a mayoral council. It will only be granted certain powers as laid down in this constitution, but shall not hold any powers beyond this.
Section IV:
Should one try and run for the senate, one shall be subject to rules of the senate. Should one run for office and lose, then he should respect the decision. Should one act in a toxic way from loss or leaves the nation, he shall be permanently barred from running from office.
Should one enter the senate, they shall act politely to other senators, but they can still have heated debates. Should arguments become ad hominem, then the members of the senate shall be kicked from it until they resolve their disputes. Should they not resolve their issues within a week, they shall be kicked for the remainder of their term. Should this happen three times for a senator, then they shall be kicked and permanently barred from Senate
These decisions shall be decided by the Vice President. Should the senate disagree with this assessment, then they can reinstate the senator’s position with a simple majority.

Article III (Granted Powers)
Section I
It shall be the power of the President to negotiate with foreign nations, veto any bills, assemble the governors in the nation.
Section II
It shall be the powers of the senate to propose bills and resolutions to raise taxes, borrow money, construct roads, establish new laws, amend the constitution, and manage the funds of the nation including allocating money to federal departments and the hiring of people for federal projects. Funds for a nation shall be held in the capital’s bank.
The senate shall vote on proposed bills within a 24 hour period. Once the 24 hours is over, the votes shall be tallied, and should a majority of votes be in favor of the bill, then the bill will pass unless vetoed by the President. In case of constitutional amendment, should a ⅔ majority vote in favor of the bill, then the amendment shall pass unless vetoed by the President.
Should the President veto a bill, then the senate can hold a re-vote can be held to overturn the veto. Should the bill have a ⅔ majority in favor of it, then it shall override the veto, and pass into law.
Should the President veto an amendment to the constitution, then the senate can have a re-vote. Should the revote pass with a ⅔ majority and the approval of the Vice President, then it shall pass. If the Vice President doesn’t support the bill, then a ¾ majority is needed to pass the bill.
The Senate shall have the power to bring about the articles of impeachment. Should it pass with a ⅔ majority, it shall go to the mayoral council. Should the mayoral council vote ⅔ majority in favor of removing the President, then the President shall be removed from office.
Section III
The governors will have the power, in time of crisis, to curtail the republic and grant the player at the top of the line of succession who can hold the office the title of Emperor of Rio Grande. Should the Emperor be inactive, or is a foreign entity and refuses to enter the nation, then it shall pass to the next in line for succession.
The emperor will have complete power over the government, and will have near absolute power. The emperor, however, cannot violate or change the Bill of Rights nor Article III Section III of this constitution.
If the emperor remains in office past the election day, then the emperor will take over the capital.
