if your skin has a vmt in it, then your vmt is loading in, you'll have to go into Steam\steamapps\workshop\content\265630 and find 2497203249, this number is the mod tag located on the end of workshop links like this: https://steamproxy.net/sharedfiles/filedetails/?id=2497203249

delete the cache file and then unsubscribe from the no peacemaker shine, load into your game (might not be necessary) then exit, subscribe then you're set. This roughly gets rid of the pre existing mod load order (I think) and moves the no peacemaker shine mod to the top of your modlist.
