Yes, this is a possibility that you have been flagged by Valve. However, that would imply Valve keeping track of every player's message through the chat which is not practical for their system.

Please try the reinstall steam client and kindly reply success of failure. I am testing this fix.

Also, if you elect to reinstall TF2, then please ensure sync and cloud settings are up to date and functioning and be warned that you will be the first I know to try it.
