Pay 20 dollars for a feature that was clearly intended to be in the base game, but held back to force you to buy this DLC. When much of the base game is unplayable without a DLC that can't really be called an expansion anymore.


And development doesn't even make sense. The only way to increase a province's development, which by all rights should naturally increase over time with population and economy, is to invest monarch points? What is the real world analogue for this mysterious process? What does it represent?
