You just need to stretch the foreskin, do it in the bath or shower - the hot water helps to soften the skin.
When you’re erect, just ease the skin back as far as you can without hurting, as this can cause micro tears, which then heal with scars - not what you want. Hold it there for a few minutes, then let it relax. Repeat this as often as you can.
When you’re flaccid, you can insert a clean finger under the foreskin, and gently stretch it, again, don't do it so much that it hurts.
Incidentally, if it pulls back and gets stuck, just squeeze the glans between a finger and thumb to get some of the blood out of it, and let it shrink. The foreskin should then roll back, and the glans will return to it's normal size.
Pulling the foreskin back whenever you pee will help, as will masturbating.
If this doesn't work, you can ask your doctor for some steroid cream, this will help to soften the skin, and make it stretch easier.
