A: No, Lupin III doesn't have a watch order! you can enjoy practically every episode, series, movie, tv special and OVA separately from each-other! (though, I strongly recommend at-least watching Part IV before diving into Part V)

Q: "Should I watch subbed or dubbed Lupin?"

A: Whatever suits your preference, some Lupin media is only available subbed (such as the Green and Pink Jacket series) so keep that in mind. Along with the fact that only 79/155 episodes of the Red Jacket series actually got dubbed.

Q: "Where do I even start? any recommendations?"

A: my suggestions are:

Q: "What kind of Video player should I use?"

A: my personal recommendation is 5K player (if you're a PC user) and MX player (if you're a mobile only user) Both are free media players that give useful QOL options like putting episodes into playlists. The other reason I recommend them is you can turn on subtitles and switch the audio from English to Japanese on a dime. Which is very useful for the Movies, TV specials, etc.
