Currently they are having network issues, which means the game goes into "offline mode". This means only a handful of cars and features are available.

Why the hell do you need to be connected to the game servers to drive offline? What happens if the game servers go down in the future? What happens the day the game loses support and they shut down the servers? Will you lose half your cars and game features?

Cannot reccomend the game as long you need to be connected to the internet to enjoy it.

Update: They have realeased an update that allows you to drive all the cars even when not connected to the game server (which is still down). This is appreciated of course, and the cars certainly handles good.
